What is MTSS?

MTSS at UDH

Ultimately, an MTSS framework is a means of improving achievement for all students.  MTSS is an umbrella term that encompasses the intervention based frameworks of Response to Intervention (RTI) and Positive Behavior Intervention Support (PBIS). The main components of the framework include:

  1. Universal Screening

  2. Multi-tiered instructional model

  3. Progress Monitoring

  4. Data-Based Decision Meeting

MTSS is adaptable to unique school cultures.  Many schools use a three-tiered instructional model, beginning with universal screening (Tier 1) for all students, moving to target interventions for those failing behind (Tier 2), and then to intensive individual intervention and diagnostic evaluations (psycho-educational, multi-disciplinary, speech/language, functional behavioral assessment, and neuropsychological evaluations) (Tier 3).
